Tom Cook is one of the best workers compensation attorneys in Pennsylvania and has credentials second to none.  He has been representing injured workers in PA workers compensation matters for over thirty (30) years and he has handled thousands of workers compensation cases.

Tom has never once represented an employer in a WC case.

For four years, Tom was the Director of the Pennsylvania Bureau of Workers Compensation for Governor Robert P. Casey. This was an important job . Tom worked to improve the administration of the entire  PA Workers’ Compensation system.

He hired 38 WC Judges, wrote the Civil Service examination for new Judges, supervised all litigated cases, oversaw Self Insured employers, regulated the  Workers Compensation Insurance Companies for timely payments and adherence to the Bureau Rules and Regulations, and helped write the Special Rules of Practice and Procedure for Workers Compensation Judges.

Tom wrote an article for the 1987 Notre Dame Law Review of Workers Compensation mental stress claims.  He has been an Adjunct Professor of PA Workers’ Compensation Law at Temple and Widener Law Schools.

Tom was part of the first class of attorney’s that was Certified as a Workers Compensation  Specialist by the Pennsylvania Supreme Court.

Tom has been recognized as a Pennsylvania Super Lawyer by his fellow attorneys and has received the 2017 Martindale-Hubbell AV Pre-emanate Rating, which is the highest possible rating in both legal ability and ethical standards.

Tom’s clients say that he is easy to talk to, listens, answers questions in understandable language, provides clients with their legal options while explaining the pros and cons of each option and does not push clients to make particular decisions

Tom also co-teaches a workshop on Workers Compensation topics at the annual Bureau of Workers Compensation Conference in Hershey Pa each June. To help medical providers understand the workers’ compensation medical billing process, I authored Workers’ Compensation: A Guide For Pennsylvania Physicians, published by the Pennsylvania Medical Society.

In Tom’s spare time, He enjoys kayaking and fishing on the beautiful Susquehanna River with his two sons. He is an active musician currently playing mandolin with the Harrisburg Mandolin Ensemble and mandolin with the Horst Brothers, a Lancaster County Bluegrass Gospel group, he also plays the mandolin banjo in the annual New Years’ Day Mummers Parade in Philadelphia with the Greater Overbrook String Band.
